The Objectives

Headquartered in Singapore, the ASEAN-CHINA E-commerce Promotion Association (ACECPA) is dedicated to promoting the pragmatic development of the social and economic sectors in ASEAN and China with initial development as follows:

1. Establishment of the China-ASEAN E-Commerce University

2. Establishment of the China-ASEAN E-Commerce Research Centre to draft regulations and standards for e-commerce in ASEAN and China.

3. Establishment of the China-ASEAN E-Commerce and Digital Economy Development Fund

4. Establishment of the China-ASEAN Entrepreneurship Center for E-Commerce.

History of ACECPA

The ASEAN-China E-Commerce Promotion Association (ACECPA) was advocated and launched by the Think Tank of the ASEAN-China Summit in November 2018 in conjunction with the initiatives of the 2018 ASEAN-China 10 plus 1 Leaders Summit Declaration on the synergistic development of e-commerce between ASEAN and China. ACECPA has been integrated into the framework of ASEAN-China cooperation. In 2019, under the official authorization from the Ministry of Foreign Affairs of Singapore, the association was formally established.

ACECPA aims to promote the development of cross-border e-commerce trades, digital education and online dispute resolution between ASEAN countries and China to form the world's largest e-commerce market, which would become a major contributor to the expansion of ASEAN-China trade.

The members of the Association comprises prominent organizations in different fields, dynamic online businesses, industry associations, and think tanks from ASEAN countries, all working together to foster the growth and development of the region.

The ACECPA has been actively facilitating collaboration between e-commerce enterprises, industry associations, and government agencies in China and ASEAN countries, in order to promote the expansion of this thriving sector.

Events and Activities

China-ASEAN Conference on Intellectual Property and E-Commerce Disputes and Arbitration

On April 17, 2019, Mr. Alan Yu, President of ACEPA, led other members to attend the China-ASEAN Conference on Intellectual Property and E-Commerce Disputes and Arbitration organized by the China Trademark Association in Beijing, and signed a Memorandum of Co-operation with the China Trademark Association.

ACECPA members visited the Internet Court in Beijing in 2019

On November 8, 2019 Mr. Stephen Liew, Vice President of ACECPA, signed a memorandum of cooperation with The Belt and Road Chinese Chambers of Association Presidential Summit in Malaysia on behalf of ACECPA

ACECPA participated in the 26th China-South Asia Exposition in Kunming, Yunnan

The Management

The management team of ACECPA consists of e-commerce veterans and entrepreneurs from China and ASEAN countries with deep practical experience of China-ASEAN trade and commerce. ACECPA has been setting up offices in ASEAN countries to promote and implement the various plans and objectives of the Association.

Mr Andy Lee is the Honorary Advisor to the Association. He is a professor in Computer Science from Stanford University, former Deputy Secretary General of China Electronic Commerce Association, and Senior Research Expert of the Open Economy from Tsinghua 21st Century Development Institute.

In 2000, he was appointed by the Chinese Academy of Sciences Software Research Centre as the director of E-commerce Technology Research Center, mainly engaged in the research, development and standardization of the core technology of e-commerce and the promotion of its application in e-commerce. In 2003, he was hired by the China Electronic Commerce Association as the Deputy Secretary General of the Association, responsible for the application and promotion of e-commerce standards and the management of national e-commerce projects.

Since its establishment, ACECPA has been working with China International E-Commerce Association, Internet Society of China, China Trademark Association, and The Federation of Malaysia Chinese Guilds Association to promote the Chinese E-Commerce Law in Singapore, Malaysia, and China, and is planning to organize various online forums and online exhibitions to help members to showcase their products to the world.
